Local authorities provide a wide range of services to the community that involve staff time, costs and resources.  The Council applies user fees and charges to fund the operating activities where the people who benefit can directly be identified and charged. 

Certain Acts empower local authorities to prescribe fees and charges and outlines specific methods for doing so.  However, where an Act is silent on the method of prescribing fees and charges, a local authority is guided by provisions of the Local Government Act 2002.  The flow diagram below provides an overview of the consultations requirements/process for setting fees and charges.
